Applicant Criteria: Indonesian Civil Society Organizations working in the Wallacea region
Wallacea is one of the most important biogeographic regions in the world, with a high wealth of biodiversity in terms of quantity and endemism, both on land and at sea. Wallacea’s biodiversity is key to the abundance of natural resources in this region that ensure the sustainability of life and development for more than 30 million of its citizens. Wallacea’s marine and coastal ecosystems, including the Buru and Halmahera Seascapes, have long been the economic pillars of most coastal communities in the region. The high volume and diversity of marine harvesting methods affect the availability of resources and community welfare. Therefore, wise management efforts are key to equitable access and long-term resource sustainability.
The Wallacea Partnership Program, which has been running since 2015, supports civil society organizations’ efforts in the conservation and sustainable use of biodiversity through the provision of grant funds. In the period 2024-2027, the program will continue with the support of The David and Lucile Packard Foundation for the Maluku and North Maluku regions. In addition to conserving biodiversity in rich but very vulnerable ecosystems, the program is also designed to build institutional and conservation capacity for civil society organizations.
In the first year, the program focused on assessing and developing institutional governance for civil society organizations in Maluku and North Maluku with the following scope:
- Identification of capacity development needs
- Development of capacity building schemes and learning networks for civil society organizations
- Thematic training and development of organizational functions
- Strengthening the visibility of Civil Society Organization institutions

Project Duration
Maximum 24 months
Applicant Criteria
- Is an Indonesian civil society organization that has legality, institutional governance and financial management systems that meet public accountability standards.
- Experienced in strengthening the capacity of civil society organizations, especially in the field of conservation and sustainable small-scale fisheries management.
Concept Note Submission Requirements
- The proposed project has a match between the project value and the achievements and impacts to be generated (cost effective).
- The proposed project considers aspects of gender equality and inclusivity as reflected in the project design.
- If accepted, the proposer is willing to prepare a special account to receive grant funds from the Wallacea Partnership Program (not combined with other project funds).
- The Concept Note is sent via the Google Form link within the specified acceptance period and does not exceed the deadline.
- Upload the Deed of Establishment of the Institution (mandatory) and proof of registration with the Ministry of Law and Human Rights of the Republic of Indonesia (if any).

Concept Note Selection
- The submitted Concept Note will be registered, examined, and assessed by the Concept n Assessment Panel. The selection process runs for 30 days from the closing of the concept note acceptance.
- During the selection period, proposers are not permitted to communicate in any form with Burung Indonesia regarding the concept note.
- Burung Indonesia will provide notification via email to the proposer whether the concept note submitted has passed or failed the selection.
- For proposers who are declared to have passed the selection, Burung Indonesia will communicate further regarding the preparation of the project grant.
